Russia Expands Export Ban on Optoelectronic Materials
The export of certain semiconductor materials and synthetic crystals from Russia to "unfriendly countries"—including those used in the production of light-emitting diodes (LEDs) and laser systems—has been prohibited.
According to the 2022 decree, the list of foreign countries subject to the export ban on specific goods includes Australia, the United Kingdom, European Union member states, Iceland, Canada, New Zealand, Norway, the Republic of Korea, the USA, Ukraine, Switzerland, Japan, and several others.
Per the government document, the list of restricted dual-use products has been expanded. The new additions include materials such as lithium niobate, zinc telluride, gadolinium-gallium garnet, gallium arsenide, and gallium phosphide. Additionally, processed and unprocessed quartz plates, as well as polished prisms made of tellurium oxide, are now among the prohibited items.
The ban in question will not apply to goods exported to support the operations of Russian military units located abroad, nor to shipments intended for the activities of watercraft, facilities, and installations under the exclusive jurisdiction of the Russian Federation.
Furthermore, certain other exemptions apply. These include exports carried out to ensure the operations of Russian organizations in the Svalbard (Spitsbergen) Archipelago.
